Just a quick note in case anyone else has the issue.
I thought this was an issue with craftable wall patches but ive gone back many saves uninstalled it and tried to build and this was still an issue.
Fri nov 27 2015 3 40 am during a quest for the minutemen you re told to supply power to the radio tower in the castle after successfully doing this and the radio having power it seems there is a glitch that makes the minuteman who s assigned to the radio leave his seat and stand up.

So all you have to do is take some shack floor or whatever flooring turns your crank go to the top walkways of the castle where you know there are room s and halls below and build your entire floor.
